Elections for Mayor run in three polling units of Vau i Dejes
Municipality
[25. 01. 2004 ] The Central Elections Commission took all the
necessary measures for elections re-run in three polling units
of Vau i Dejes Municipality, where some 1940 voters were to
cast their ballot for the new Mayor.
Despite the recurrent problems in the start of the voting process,
the Local Government Election Commission of Vau i Dejes managed
to settle the disagreements and under the direct assistance
of the CEC, was able to conduct a normal voting process in the
voting centers of Narac, Mjede and Shelqet.
Elections for Vau i Dejes Mayor were observed by a team of
inspectors of the CEC as well as a considerable number of OSCE
observers.
The electoral process resulted to be smooth and without problems,
putting an end to 2003 Local Government Elections.
VAU I DEJES LGEC POSTPONES ELECTIONS DUE TO DISASTER
[12. 01. 2004 ] The Central Elections Commission repeatedly
demanded yesterday the running of elections in the three polling
units where the electoral process was scheduled to be run for
Mayoral elections.
Vau i Dejes LGEC, in flagrant violation of the Electoral Code
provisions, did not take the decision for the appointment of
members of the three VCC-s, where the elections re-run was ordered
on 11.01. 2004. The Central Elections Commission, addressed
a letter to the four political parties, demanding the implementation
of law by their proposed candidates as members of Vau i Dejes
LGEC.
The Central Elections Commission has noted a profound lack
of legal and political responsibility of parties which have
proposed the LGEC members of Vau i Dejes Municipality. This
lack of responsibility is reflected in the illegal acts of members
of this LGEC, who are causing the recurrent failure of elections
in this Municipality. The CEC demands from the above four political
parties to contribute in settling the disagreements and conflicts
observed in the LGEC of Vau i Dejes Municipality.
Early morning on 11.01. 2004, the CEC decided to appoint the
Voting Centre Commissioners, who were not appointed by the respective
LGEC and ordered the immediate distribution of the supply in
the polling units.
Despite the constant legal insistence of the Central Elections
Commission, after the CEC decisions, Vau i Dejes LGEC decided
to suspend elections due to the disaster that occurred in the
sea on 09.01.2004.
The CEC examines the case of announcing the result
for Tirana Municipality Council
[07. 01. 2004 ] The Central Elections Commission examined the
issue of announcing the elections result for the capital’s
municipal council today. The LGEC of Tirana Municipality could
not come to a final decision on this issue as local commissioners
did not agree to include results of 6 voting centers, where
voting was carried out on December 28, 2003, in the result.
The Central Elections Commission, in the presence of representatives
of political parties, discussed the issue broadly. At the end,
the CEC members voted for announcing the elections result of
Tirana Municipal Council, but the necessary quorum of 5 votes
in favor for taking the decision was not reached.
As a result, it is the Electoral College of Tirana Court of
Appeals which will examine and rule a final decision on the
whole case within 7 days.
