The Central Election Commission welcomes the successful conclusion of the electoral process for the by-elections for the Mayer of Kashar commune. I would like to point out not only the calm and civil clime noticed during the Election Day and the counting process, but also along all the electoral campaign period. In this regard, a special role have played all the actors involved in this process, like the local units of Kashar, the candidates, the political subjects, the people of Kashar and especially I would like to evaluate the members of the electoral administration that like rarely happens have demonstrated a very high level of responsibility. Of course I can't forget the determine role off the CEC and it's staff for their highest engagement, which in some occasions, with their interventions, they didn't allowed some important aspects of process to be ignored.
The needed political will, the institutional cooperation, the clime of the reciprocity are fundamental elements for the outcome of the electoral process in compliance with all the standards. In this light, the CEC congratulates all the involved political subjects for their behavior. This behave made possible the development of a normal electoral process, taking in consideration the great role they have in elections. Such a model processes, should be considered by all like achievement, which serves us as referent point on the future, in fulfillment of the international standards on elections.
Once more I would like to call the attention of the electoral subjects to not ignore any of the electoral aspects (like the case of the delays on proposing the members of the VCC or BCC) because the legal deadlines aren't simple timelines but an obligatory physic time in disposal of the electoral administration in order to become confident with all the legal and technical elements which directly influences on the progress of every electoral process.
We can't forget our compliments for all the journalists of the electronic and printed media, for their professionalism, objectivism and the interest shown on the correct public information.

The on going electoral process for the by-elections for the Mayer of the
Kashar Commune
With the Decree no. 5772 , dated 24.06.2008, the President of the Republic Mr. Bamir Topi , has established the Election Day for the day for the By-elections for the Mayer of the Kashar Commune. The Central Elections Commission immediately got engaged for the realization of this electoral round, conform all the asked parameters and standards.
The work begun with the decisions regarding deadlines needed to be respected from the political subjects for a normal development of this process and also for the political subjects that have the right to propose members in LGEC, Kashar.
Meanwhile, the CEC approved the structure of the budget expenses for the partial elections in this commune, which reached the sum of 3.045.40 ALL or 227.7 ALL for each voter (1.6 euro) conform the last voters list approved from the Head of the Local Government.
At the end of the legal deadline, with the CEC were registered 11 political parties, to compete in the by-election for the Mayer of the Kashar Commune and no coalition was registered.
In this framework, CEC after the examination of the introduced documentation from the deputy head of the Kashar Commune, document no. 1783, dated 08.07.2008, ascertained that the local structures had proposed the establishment of 18 VC for 13.371 voters. From the information given from the deputy head of Kashar Commune, results that 16 from 18 VC-s, were established in public buildings, while 2VC-s were established in private buildings. The settlement of the Voting Centers in private buildings, provided the optimal parameters for their functioning, a fact that was ascertained from the inspection made from the inspectors of CEC.
After the increase of 2% over the number of voters determined from the Electoral Code, CEC decided that the number of the ballot papers to be printed should be 13.638 pcs.
CEC after the examination of the introduced documentation, with the proposal of LGEC, Kashar Commune, regarding the locations of the Ballot Counting Center and also the information of the inspectors, in presence of the representatives of political parties, based on the decision n. 5, dated 11.07.2008, decided that the BCC will be the meeting room, in the third floor of the public high school “Sadik Stavaleci”, Mezes village, Kashar Commune. The premise proposed is settled inside the territory of Kashar Commune , in good physical conditions, with a surface of 100m2, lighted, equipped with desks and chairs; it accomplishes the parameters for the location and the functioning as a BCC.
In these By-elections for the Mayer of the Kashar Commune at the LGEC of Kashar were registered those candidates:
Alfred Petrit Bakalli – SMI, PDS, DA
Besnik Islam Fuçia – Democratic Party
Rustem Bilal Murati – Independent
Sinan Tahir Egra – Socialist Party
We have a close and daily cooperation with the Local Government in the Commune of Kashar, with the deputy head and the service of the Civil Registry Office there.
The Voters List was ready in time in cooperation with General Directory of Civil Registry. The Voters List was published in the premises of this commune and also handled to the LGEC of Kashar Commune in printed and electronic version; as well copies are published in the premises of LGEC and in every voting center.
There is a good cooperation with the State Police for the identification of all electoral objects and their conservation from the police till the end of process.
There is also a cooperation with the General Directory of AEC which is engaged to provide uninterrupted electricity during all the process.
CEC is still working on the preparation of logistical materials in order to hold elections according to the deadline and all the standards. We are following the campaign of the candidates, which till now has been quiet and correct. |
