CEC BACKGROUND
In November 1998, the Albanian people passed the Constitution through a national referendum. The Constitution defined in the Articles 153 and 154 the establishment of the Central Election Commission (CEC) as a permanent body consisting of seven members.

After the parliament passed the law no. 8609, dated 08/05/2000 "Election Code of Republic of Albania", the Commission was fulle established legally through the articles 16-31 of the said law.

In June 2000 the CEC starts its activity with six members, two appointed by the President, three from the High Council of Justice and one elected by the parliament (as defined in the Constitution). One month later, in July 2000, the Parliament elected the seventh member.

The first seven members were Mr. Fotaq NANO Chairman, Mrs. Mimoza ARBI - Deputy Chairperson, Mr. Maksim SHIMANI member, Mr. Klement ZGURI member, Mr. Pandeli VARFI member, Mr. Shahin BISTRI member and Mr. Gasper KOKAJ member.

the first election prepared and conducted by this commission was in October 2000 for the Local Government.

A few months following the October 2000 election, its Chairman FotaQ Nano, the deputy Arbi and the member Sghahin Bistri resigned.

On 10th of February 2001, the High Council of Justice appointed two new members to the CEC - Mr. Ilirjan CELIBASHI and Mr. Igli TOSKA, and on 12th of February 2001 the Parliament elected Mr. Tomorr Malaj as member of the CEC.

In 2003, the term of Mr. Igli Toska, Gasper Kokaj and Klement Zguri ended. The High Council of Justice nominated Deshira Subashi as member of this Commission, the President of the Republic nominated Klement Zguri, while the Parliament nominated Mr. Doda Prenga as member of this Commission.

On November 25, 2004, The Supreme Council of Justice elected Mr. Clirim Gjata as member of the Central Elections Commission in the place of Mr. Maksim Shimani.
