The Central Election Commission is a permanent body which prepares, supervises, directs and monitors all aspects related to the elections and referendums and announces their results.

 
The Article 29 of the Electorial Code defines that the CEC responsibilities as follows:

1. Issue, pursuant to the law and within its authority, decisions, instructions with legal effect all over the territory of the Republic of Albania.

2. Take decisions for the unification of the election procedures, manage and monitor the pre-election and election process.

3. Announce the final results of the elections at national scale by decisions, on the basis of the results announced by the Zone Election Commissions or the Local Government Election Commissions.

4. Announce the winning candidates from the multi-name list.

5. Administer the voter registration process and the National Register of Voters according to the rules defined in this Code.

6. Implement programs concerning the voters' education and the qualification of the election commission members.

7. Assign and remove the members of the Election Zonal Commissions, the Local Government Election Commissions and the prefecture election commissions as well as monitor their performance. In case, for any reason, the quorums of the Zone Election Commissions, the Local Government Election Commissions and the Voting Center Commissions fail to be reached on the voting day, the CEC immediately assigns the necessary members to reach the required quorum.

8. Publish the election bulletin with the election results for all election zone and polling station as well as a report on the election expenses.

9. Submit to the Parliament, within February each year, a yearly report on the previous year's activity.

10. Prepare the annual draft budget as defined in the law no. 8379, dated 29.7.1998 "For drafting state budget".

11. Administer the funds allocated from the state budget and other lawful resources, for the election.

12. Consider and settle the complaints from the electoral subjects representatives concerning the election process in compliance with the rules in this Code.

13. Assign the allowances for the election commission members or the representatives without the right of vote.

14. Take administrative sanctions against persons who commit administrative election offences and make a legal case for penal offences.

15. Perform other duties arising from this Code or other laws.
